The 38th National Convention saw the Phi Mu Foundation assume responsibility for the Carnation Shop for the first time, and delegates once again found it necessary to increase fees. Upon recommendation of a study committee, the dollar amounts of all fees were removed from the Bylaws. Moving forward, the specific amounts of all fees would be approved by convention resolution. It was also at this convention that National Housing Director Elizabeth Franzmann Harding explained a proposal for a National Custodial fund for housing/decorating fees. The proposal was referred to the Constitution and Bylaws Committee.
